Create paster template for Pagoda plugins

Description

Just like ToscaWidgets can use paster create --template=toscawidgets to create a skeleton for a widget, we'd like to have the same to make it easier for people to start contributing plugins. We shouldn't begin work on this ticket until our plugins framework is stable and documented.
