Ensure that plugins can be installed without restarting Pagoda

Description

Currently there's nothing stopping us from being able to add plugins without restarting. We could offer a web interface for installing plugins, or possibly just a "scan for new plugins" button, and then also allow a certain SIGNAL (sent from the command-line) to do the same thing. What would this do? It would refresh the various caches of plugin entrypoints, reloading pkg_resources if necessary.

btw, I'm posting this as our new "guest" user to make sure guest can add/modify tickets.
